More granular user permissions (admin and read-only)

Current behavior
Currently, you can either be a workspace owner or user.
Workspace owners can do anything, such as adding/removing an integration or deleting the workspace.
Workspace users can only create community members/activities, bulk import/export them, or add notes to a member.
Problems
In some organizations, an owner can only be one person (e.g. founder), meaning that today any of the workspace admin tasks, such as adding/removing an integration, have to go through that person.
Some organizations would also like to invite all their community members and grant them read-only access.
Solution
Introduce admin and read-only user permissions.

Having a read-only sharing option would be ideal to share and communicate dashboards and data with either internal or external stakeholders that don't need to have full edit access to data.

At a minimum I think we need to split administrative features (managing teammates, roles, permissions) from product feature permissions (add/remove workspace, permissions on dashboards & reports, read-only roles etc). Billing is frequently delegated, yet sensitive, so ideally it would have its own role.
